Luffy is the by far the strongest member of the straw hat pirates. As the fifth emperor of the sea, luffy is incredibly powerful and is able to hold his own against. Franky is the straw hat pirates' shipwright, and he joined them during the water seven saga of one piece.
He's a cyborg, and most of his body comprises extremely durable yet heavy materials. As a result, franky isn't all that fast in combat and usually relies on his brute strength to break through the enemy barriers when he fights.
