Here is how i made my pleated skirt. *2 yards fabric of your choice. (i actually used quilting cotton. ) #1.
Using your flexible measuring tape measure the circumference of your waist. Using your flexible measuring tape measure from your waist down to where you would like your skirt to end. Using scissors, cut the elastic tape a ½ inch longer than the extension needs to be.
Pin the top edge of the lining to the top edge of your skirt. Pin or pin and baste, the waistband to the waistline (i also pinned my hanging loops in position) and then machine stitch along. Fold over the waistband and carefully pin along in the ditch.
Baste and then machine stitch in place. Fold the bottom part back over itself to create a wide band. Stitch the open edges together.
Hem the raw edge of the skirt. Place the waistband inside the skirt with right sides facing and pin. Start by pulling the skirt on, wrong side out.
Work out how much you need to alter the skirt by, then pin it down the side seams to the required fit (this might be easier if you can find a willing pair of hands to assist). Carefully remove the skirt, taking care not to. Stretch the elastic waistband on your pants to the desired length.
Still stretched place it on the ironing board and mark with a pen the desired length after the waistband has been expanded. Now pin your garment’s waistband on these marks you have made on the ironing board. Here is a quick tutorial on how i adjusted the waistband without a sewing machine and in under 30 minutes.
First, i cut a slit in the fabric where i wanted to adjust the elastic waistband. Then i pulled out the elastic to determine how much had to be cut out so the skirt would fit properly. Next, i pulled out the elastic to ready it to be cut.

Squat down, do lunges, pull each leg up to your chest, or do any other movements that will help pull and stretch the dampened waistline of. Examine the waistband and look for an inconspicuous place to open it. For most waistbands, this will be where the seams in the back come together.
Use the stitch ripper to open up a small hole in the waistband at a seam that will not be visible when the pants are worn. This hole should only be large enough to pull a section of elastic out. Remove the skirt's original waistband using a seam ripper.
To do this, poke the blade of the seam ripper into the stitches where the waistband is sewn to the skirt. Try to find a fabric that matches the skirt fabric in color, weight and texture as closely.
