I can't find any thing concrete on making houses that where npcs can climb to multiple lvls by themselves. To make a simple staircase, check out the following instructions: Platforms, walls, and a hammer.

Even easier with smart cursor, just hold ctrl while you place the platforms diagonally and they'll form stairs automatically. Also yes, please mind your volume. That amount of question marks is ridiculously unnecessary as well.
