It's a black magic. Fill your pool with water up to the level below the flowing water. Now cover this layer with blocks.
Like dirt blocks, anything that isn't valuable and is easy to break. Now place your flowing water on top of these blocks, and break the blocks. You now have flowing water on top of source water.
