The ending is that jospeh was right all along. The timing of the nuclear attack is literally joseph's deus ex machina, he prepared for armageddon, tried to save as many people as he could (albeit by less than stellar methods) and god rewarded him with a. And even if he did somehow smuggle working nukes into kyrat and aimed them at montana, none of them would have hit anyway:
