Sword of linkin park. If you can back someone into a corner or generally stick to them, you'll get a bleed in faster, swing for swing, with twinblades and claws, but that is highly situational. Onikiri and straight swords will perform way better overall, but rapier should insta bleed if you can land the weapon art.
Heres a short and simple list for a bleed build. Put points in the following dexterity strength endurance thats about it, just make it quality with the 40 in each. Use onikiri and ubadachi always equip carthus rouge before fighting a boss or player, most players will bleed in about 5 hits.
Or use the morion blade. It's just those 2 as twin bleed weapons. Next on the list are.
There are larger weapons like the spiked mace, carthus curved greatsword etc. But their too slow to build bleed. Yes, what i have learned with my luck build:

Quality build with high vitality. Warrior beats deprived by 6 levels. Intelligence build with moonlight greatsword and spells.
Deprived beats warrior by 1 point (if you want exactly 10 vitality) warrior and deprived are tied (if you want 11 vitality or more) but i suppose if you want to use carthus flame arc at. Carthus rouge is good substitute to blood gems. This build also makes use of hollow gems and poisoning enemies.
You’ll want to be hollow by getting the dark sigils from yoel. Being hollow and having high luck helps proc bleed more efficiently. Starting as a warrior may be your best option surprisingly when looking at optimal classes on.
Get the warden twinblades from the grave wardens at the cathedral of the deep. Hands down the best bleed weapon post nerfs and one of the best pve weapons overall second only to the sellsword winblades. The corvian great scythe you can get at the start of the road of sacrifices would be a good backup bleed weapon.
